what does it mean?

According to Article 7, first paragraph, of the Wvb as published in the Official Gazette of the Kingdom of the Netherlands on 01-04-2022 by the Ministry of Justice and Security (Official Gazette 2022, 133) the above decree has been signed by Mr Rutter, Netherlands’ PM demanding that:

With the activation of Articles 2c and 4 of the Wvb, the mayor is given a statutory task. This task is not currently accompanied by the activation of certain emergency legal powers. The government considers the activation of more far-reaching emergency powers, in which fundamental rights are also at stake, to be disproportionate at the moment. The mayor will therefore have to make an assessment of the local circumstances and possibilities himself and realize the reception within them, with due observance of the guidelines or instructions of the Minister of Justice and Security on the basis of Article 4, second paragraph, of the Wvb. If the circumstances so require, this can, however, be weighed again. This may apply, for example, to the activation of the power to order the movement of persons (Articles 2a and 2b of the Wvb) in order to allow for spread over the Netherlands, or the power to demand the use of premises (Article 7, first paragraph, of the Wvb).

These are required to house the displaced Ukrainian immigrants or any necessary immigrant population (to come to a city near you).

This all alignes well with the land tenure reforms claimed as necessary in the Food Chain Reaction 2015 game.

Again and again it is the local politics that will determine the outcome of many planned scenarios.

Get cracking and get involved locally at the very minimum if you can do nothing else.
